The GAO recommended 31 things that the Trump administration should do immediately to stem the pandemic. This was a while ago. This follow up report says that of the 31 there were 27 that were never done! That’s an 87% total failure rate. So they did something on four. Not sure what, but they did a little sump tin’ .
